Alcoholic says 'sorry for hassle' on release from court

ALCOHOLIC Colin Osborne hurled abuse at police community support officers and tried to urinate in the street during a bad-tempered confrontation, a court heard.

He also annoyed passengers at Grimsby Town railway station during another drunken disturbance, the court was told.

Osborne, 61, who gave his address as care of his daughter in Guildford Street, Grimsby, admitted behaving in a disorderly, indecent or offensive manner on a railway platform on May 13.

He also admitted being drunk and disorderly in Highgate, Cleethorpes, on December 31, and breaching his antisocial behaviour order on January 7 in Cleethorpes.

Osborne also pleaded guilty to three offences of failing to surrender to bail on June 2, June 8 and September 22.

Osborne is known by the nickname of "Ozzey" and is well-known in the Grimsby and Cleethorpes areas as a local character.

As he left court, he said: "I thought I was going to do time again. Sorry for being hassle."

John Owston, prosecuting, told Grimsby magistrates that Osborne was spotted at the town's railway station struggling to unzip his jacket because of the amount he had apparently drunk.

He approached several people, thrusting his groin in and out, "generally being a nuisance" to passengers and swinging a stick about.

In another incident, he was seen in Trinity Road and Highgate, Cleethorpes, and shouted to police community support officers: "Arrest me". He swore at them and tried to urinate in the street in public. He later admitted he was an alcoholic.

On another occasion, he entered Sea View Street, Cleethorpes, which forms part of an exclusion zone from which he is banned under the terms of the two-year Asbo, imposed on December 16.

Osborne denied a charge of assaulting James Gornall- Wright, in Cleethorpes, on May 31, and he had been due to face trial but the prosecution offered no evidence after its case was torpedoed by a mess-up in an identification procedure involving the complainant.

Roy Foreman, mitigating, said the Asbo breach was Osborne merely being in a street where he should not have been – but there was no suggestion that he was abusive or had caused anyone any difficulty.

He had been in custody for 31 days since January 9 and the probation service had said there was nothing it could do for him.

The magistrates gave Osborne a 28-day prison sentence but, because of the time he had spent in custody, he was released shortly afterwards.

He was in a positively jovial mood in court, laughing and joking with dock custody officers and others, including Mr Foreman.

He was complimented several times on how well he was looking after his recent spell remanded in custody.

    “JAD 1965 alcoholism is not an illness , it is self inlicted . As for drug addicts they should just be thrown into a field and left to sort themselves out , and not treated on the nhs . I would still say that even if a relative of mine was an addict .”

    “Perhaps there needs to be a new approach to persistent alcoholic offenders, whom refuse to take up help to stop drinking. There could be custodial centres for the purpose of drying people out providing councelling and support in the process of rehabilitation. Condition of discharge would be supervised administration of Antabuse, and none adhearance to supervised administion would result in recall. This would of coourse include re housing and the provision of structured activity training and employment.”
