The four golfers will now represent Great Britain in the Audi Quattro World Cup Final at Arabella Golf Club, South Africa, on November 23-27.
Meanwhile, Richard Walker, 43, from Wragby near Market Rasen, and Jim Coleman (37), from North Hykeham, finished sixth, on 35 points.
Thirty-six golfers contested the UK Cup final. All had navigated their way through qualifying rounds and regional finals.
McLachlan and Garton individually finished first and fourth in the Grimsby Audi Cleethorpes event in May, before teaming up together to claim fourth place in a Regional Final at the Mere in July.
Leahy and Welford had netted fifth and sixth respectively in the Grimsby Audi event then partnered each other to third position at Mere.
The Audi Quattro Cup, being staged for the 22nd year, is the world's largest amateur golf competition – almost 80,000 players from over 50 countries compete for a place in the week-long World Final.
