Budget on track for no council tax rise
COUNCIL leaders look set to fulfil their pledge of a zero per cent increase in council tax tomorrow.
The ruling Liberal Democrat administration of North East Lincolnshire Council made the pledge last year to keep their part of the council tax bill for residents the same for 2010-11.

Members of NELC's Cabinet recommended approval of the budget earlier this week, which is expected to be ratified at the Full Council meeting tomorrow at Grimsby Town Hall, from 7pm.
Although there will be no increase in the council's proporation of the tax this year – barring any increase in fire, police or parish council precepts – a report to members said it will go up by about three per cent next year.

Brilliant(not).It's just a gimmick because ADF thinks that there will be a general election the same day as the locals, therefore increasing the turn out and seriously threatening to wipe the ld out...”

“As i said, it includes the fire and police authourity. But what ADF is not telling us is that it has to increase by 6% over three years. You seem to over look that Jon GY. Now imagine how hard that is going to hit the population if it is not steped in instred of 3% and 3%. Its terrible. It should be 1.5% year 1, 2.5% year 2 and 2% year three thus allowing the local economy to strengthen. Its just electionearing for a 0% and it is us the population of North East Lincolnshire who will suffer in the long run. I wont be voting Lib Dem again! The Torys are just as bad aswell. Wast of space the lot of them”

¿Nice photo! I made a study of such gestures in the 1980¿s as a part of my degree and I reproduce some stats from Gestures, by Desmond Morris (et al) 1979, he of ¿Man Watching¿ fame. Ask your Council library to get you a copy from the British Lending Library¿
In chapter 9, pages 100-118, this gesture is called ¿The Ring¿, and it is a rude gesture referring to an orifice, but only in some countries. This is the naivity of using gestures in different countries ¿ for example this one is considered a deep insult in parts of Turkey, as is (for example) blowing your nose openly in a Turkish public place¿
But in a poll of 1200 people in 40 countries about the Ring, the outcome was this:
700 ¿ Ok ¿ good
128 ¿ Orifice
115 ¿ Zero
16 ¿ Threat
27 ¿ other meaning
214 ¿ not recognised.
It ranks right up there with Churchill¿s palm forward ¿V¿ sign when meeting the Greek Army (and ¿ by which ¿ insulting the whole army) and Margaret Thatcher¿s palm back V sign ¿ a clear mistake for Churchill¿s ¿ toward a Associated Press Photographer following an election gain.
Some might say that was also a ¿sign¿ of things to come¿

“What he has not told you is that council tax needs to be increased by 6% over three years. My guess is that the next two years will be 3% and 3% which will seriousley damage the local economy as it will hit people in their pockets. Also the council tax will increase beacuse of the Fire Police and Ambulance authourity. He wont tell you all that though as he wants your votes!”
