Collapse of residents-only parking schemes in Grimsby 'will hit council income'
THE scrutiny panel heard from petitioners in two areas of Grimsby set to lose their residents-only parking schemes in January.
Councillor Andrew De Freitas (Lib Dem, Park), told the panel that residents in his ward wanted to keep their parking schemes but felt that the new price was "outrageous".

He said he was convinced that the collapse of the schemes would have a "detrimental impact" on income in the council's town centre car parks.
And he argued that the income generated in fines by enforcing the schemes should be taken into account when setting the price of a permit.

Earl Street resident Joyce Attia said: "It is going to be a mess. We have had experience of this before we had residents parking and we can remember coming home and not being able to find a parking space. People can't afford to pay £80."
Councillor Peter Wheatley, the portfolio holder for regeneration and environment, said that figures of £25 and £40 had been "picked out of thin air" without any statistical justification, adding that £80 was the sum needed to cover administration and enforcement costs.
He said that the council could not use income from parking fines to cover the cost of the residents-only parking schemes – a claim which was disputed by Councillor De Freitas, who said he was assured by officers that this was not the case.

“Why don't the local council nominate one of their town centre car parks to be a 'short term' car park of max 30 minutes for maybe 20 or 25 pence (with no return within a 2 hour period)?
If I need to 'nip to the bank' There is no way I would pay to park in town so I park in Wintringham Rd, Abbey Rd, Garden St, Alexandra Rd, Brighogate, or wherever I find a space depending on which side of town I approach from.
If I want to 'go shopping' I'll park in one of the multistory car parks.”

“But didn't anyone think at the time of submission of calculated revenue from car parks that the figures were at best on the very optimistic side ?
Didn't the fact that we were or are in a deep rescission have any reflection on the estimated revenues that officers put forward ?
Come on councillors start asking questions of what is put in front of you”

I do hope Cllr Wheatley has made sure of his facts before he spoke!
Could the Telegraph check for us whether it is Cllr DeFreitas or Cllr Wheatley who is right about this? They can't both be right can they?
My money is on Cllr Wheatley giving us information that is incorrect!
An increase in income from enforcement fees for parking in congested areas over and above the cost of the neighbourhood parking scheme would come in handy wouldn't it!”

“I do not believe that it can cost a minimun of £80 per permit to operate these schemes. and. I will not believe it until Cllr Wheatley or one of his Labour colleagues produces some real evidence to support their wild claims. This is just another attempt to take money out of the pockets of council tax payers to go towards their other schemes.
No one in my family swims, but this Labour Council will make us contribute towards the £8million cost of a new swimming pool - even though thousands of people say that this is not what they want and many people will never get any benefit from it at all.
I do however live in an area that is currently covered by a resident parking scheme, but for some reason I have to pay extra for this.
What I want to know is why I should be forced to pay £80 every year to park my car and I also have to pay extra money on my council tax to subsidise a swimming pool that I will never use.
Why doesn't the same principal apply to the swimming pool? Why don't the swimmers have to pay for this service? I don't use and never have used the leisure centre, libraries, or auditorium either, but I am also made to pay towards them through my council tax. Why is it different for one of the few council servicse that I use?
Labour howls with rage at everything that the government does to try and sort out the mess that they was left by the last Labour Government, and claims it is an attack on working people. When they are in power they spend unnecessary millions on facilities such as replacing and relocating the swimming pool. They then pay for it by raising parking charges, burial fees and other charges - all of which have to be paid by the same working people they caim to be trying to protect. A clear case of "do as I say - not as I do" from Labour.
How long will it be before this Labour Council bankrupts the council like they did the last time they controlled N E Lincs? Who will Labour blame then?”
