​LINCOLNSHIRE Police force is among the three worst performing forces in the country, according to a national league table.

Meanwhile, Humberside Police has been rated “fair”– the third tier of ratings behind good and excellent.

The way in which Lincolnshire Police deals with crimes which matter to county residents, such as burglary, has been rated as poor by a force watchdog.

Her Majesty’s Inspectorate Of Constabulary has today published the conclusions of its assessment for UK police forces and just three – Lincolnshire, Nottinghamshire and Greater Manchester – were given the worst ratings of five or six.

Lincolnshire was rated poor for local crime and policing, but scored fair ratings for protecting people from serious harm and for public confidence and satisfaction.

Deputy Chief Constable of Lincolnshire Police, Neil Rhodes, said: “We are a force that is reducing crime in important areas, but also a force that needs to solve more crime than it is doing.”

Roger Baker, the inspector for Humberside Police, said: “Neighbourhood policing is well-established and the force’s performance in delivering its Policing Pledge promises has been good.”

    “What you have to take into consideration is a number of facters here. One is; do the police spend their money wisely? No, especially when they provide company cars to senior staff who work at police HQ Nettleham all day and who only use their vehicle to drive to and from home and work. No again, when the latest whim of the CC is to issue tunics to all personnel. Considering there are no ceremonial duties such as rememberance day parades and no banner party, then the issuing of tunics and company cars are both a complete waste of resources. Are the police paid too much? Yes, the average PC gets in the region of 10K more than a front line private soldier in Afganistan or in Iraq. PC's go home after their shift ends. Service personnel are always in constant danger of losing their life in Afganistan or Iraq. Is a PC based in Louth earning his wage as much as a PC say in Nottingham, the centre of gun crime in the UK. No. There needs to be a radical shake up within Lincolnshire police, including the fact that a police officer can cease work on a Friday, calling it retirement, and then start work on the Monday, doing exactly the same job, but as a civillian, and having pocketed a large paymeny/pension from Lincolnshire police. That is called 'jobs for the boys' and it is also called 'the perks of the job', both which are completely wrong. A national police force is needed, much like the Brotish transport police that works perfectly well.”

    It's called *Post-democracy*, Ben.

    It's where a country or state is *called* a democracy, and to all intents and purposes appears to be just that: it has a parliament; free and fair elections; taxation and policing by consent; freedom of speech, thought, movement, association and religion - and all the paraphernalia of a Liberal Democracy.

    But it's all a facade .. a sham.

    In *reality* it's a country where the people *aren't* represented, where parliament has been *hollowed out* and is *powerless*, where the *real* government (in our case the EU) is *un*accountable* and corrupt, where freedoms and rights are trodden underfoot, and where it's impossible to have balanced and honest debate on anything the State doesn't *want* to be discussed.

    It's a country where *Corporatism* sets the agenda (don't confuse that with Capitalism) and where only the Ruling Classes and the very rich thrive and prosper.

    And don't go blaming poor old Maj.

    We have an aristocracy, yes - but not in the accepted sense. Today's 'Aristocracy' are your corporate and banking elite, kept-in-the-manner-to-which-they-have-become-accustomed by a self-serving political class who do their bidding, and whose greedy *anti*-democratic ethos is perpetuated by an army of quangocrats, 'partnerships' and all the funny-talking bureaucrats and smug, taxpayer-funded pond-life.

    All held in place by a powerful State Machine which makes sure we prols know our place and don't go rocking their boat.

    All of them voraciously feeding off the rest of us.

    They've all got one thing in common. They're 'ON MESSAGE'.

    It's obscene isn't it?

    And it isn't going to change until WE - The People .. stand up, say ENOUGH is ENOUGH - and drag the dogs back to their cages.”

    “George: North East Lincs (and North Lincs) USED to be part of the county of Humberside. When the county was broken up Humberside Police Authority was retained. The REST of Lincolnshire is under the authority of Lincolnshire Police. Simple really. You just need to know the history of the county boundaries in the area.”

    “Whether or not Lincolnshire Police is among the three worst performing forces in the country I couldnt give a toss. It is the parasitical and useless watch dog organisations that are draining millions of pounds of public money that is more worrying.

    Obviously the HMIC uses these national league tables to play the Police forces off against each other to increase performance, but what are the performance ratings based on and what do they relate to in the real world?

    You would expect that in the performance and target culture we live, the top performing department would not necessarily be the best functioning department but the one who was most skilled at scoring on the perform-o-meter. And that goes for local authorities, Schools etc etc.

    On the subject of performance, is it a coincidence that the Chief Constable of one of the best performing (Lancashire) Police forces is also the head of PERFORMANCE at The Association of Chief Police Officers (ACPO)? Of which his portfolios are,

    Performance Measurement (Development)
    Inspection Regime
    Crime Statistics
    Performance Management (Training)
    NMIS (National Management Info System)
    Business Area Head's Portfolio

    Surely these credentials would qualify him as a top scorer on the perform-o-meter.

    Particularly farcical is THE POLICING PLEDGE which sets out 10 minimum standards that the police service promises to deliver and makes up part of the REPORT CARD issued to the forces.

    In the summary of findings, the HMIC commented in one of the Pledge points of Lincolnshires report relating to the Neighbourhood Policing Team that life sized cardboard pictures of team members were displayed in key community locations. From reading the HMIC findings it was obvious that they were most concerned about the forces ability to record their own performance.

    There is of course a smug self congratulatory pat ourselves on the back article appearing as the headline on the Lancashire Polices website today. It all seems a bit reminiscence of being a child with the winner getting the prize, are we not passed all that yet?

    I wonder how many millions this country could save if we did away with these pointless watch dogs, regulators and ombudsmen. Anyone who has dealt with these organisations will no that they are a waste of time and are biased. In reality they provide protection for the corrupt organisations that they are paid to be defending you from. Anyone who has been involved with the Local government ombudsman will know that you completely waste your time dealing with them. They should be closed down, they are a waste of space and money. Two of the three ombudsmen are ex council chief executives, what a joke. It is said that the odds of getting a satisfactory outcome from complaint at the York office is 1000:1. Dont waste your time.

    These organisations are set up for the heavy weight parasites of this country to leech off. The sooner we realise this and get them closed down the better.”

    “To be fair to the police 95% of them do the best they can bearing in mind that after midnight we are left with 6-8 police officers to cover the grimsby cleethorpes immingham area so what do you all expect...as for the other 5% they just think they are above their station !!”

    “I'm not remotely surprised. They have been very poor for many, many years. It's only these "league tables" that spell it out. They need to start by recruiting the best people they can and getting rid of those who shouldn't be employed by the police in a civilised society. Meanwhile, law abiding citizens should avoid them. They can't catch criminals, so the law abiding make up their stop/search/arrest statistics.”

    “I too have a noisy family who live next door. 2 kidds who this single parent cannot seem to be able to control. with stampeding noise in the mornings everyday. and this was reported to shoreline and the officer went round to explain this to the kids mother that it was effecting my health. and yet they still carry on ignoring the warning from shoreline.”
