CONFUSION: Consumers are real victims of the horsemeat scandal.
The unexpected will always happen. The events can often be the responsibility of some outside agency but however powerless ministers are on any given issue the buck will always stop with them.
In the case of the horsemeat scandal the Food Standards Agency are the responsible people and when all goes well, that’s fine, but as soon as problems arise it’s the poor old minister who is in the limelight.
