WHEN it comes to keeping kids safe on our roads, statistically, the place to be is in the Waltham ward.

The accolade came to light in figures released by North East Lincolnshire Council in support of its plans to cut speed limits across the area – on roads ranging from the A180, A18 to numerous residential streets.

According to the latest figures released by North East Lincolnshire Council, not a single child has been killed on North East Lincolnshire’s roads between January 2006 and June 2011.

However, council leaders are still keen to cut back on the number of those aged 15 or under being injured on our roads.

As part of its research, NELC conducted a report into child casualty levels across the borough, detailing where, when and how children had come to be injured during the same period.

From the ward with the fewest injuries to the one with the most, the borough’s wards are ranked as follows:

• Waltham

• Scartho

• Freshney

• Haverstoe

• Wolds

• Immingham

• Yarborough

• Croft Baker

• West Marsh

• Humberston and New Waltham

• South

• Park

• Heneage

• Sidney Sussex

• East Marsh

NELC’s Child Casualty report also sited the different environmental factors of each ward as having an effect on the number and type of accidents taking place.

It said: “For instance the Wolds ward, being mainly rural and served by high speed roads, has few pedal cycle and pedestrian collisions. Its child casualties are almost exclusively car occupants.

“The safer wards are rural or semi-rural in nature. The more dangerous wards are urban.”

• Today's Grimsby Telegraph features full details of the number of accidents happening in each area, how the child came to be injured and where, comments from road safety experts about why casualties are more likely in urban areas and what is being done to tackle the problem.

“I'm interested in how they will improve the pedestrian crossing at the junction of Scartho Road and Sutcliffe Avenue to improve safety. The only two dangers I've ever noticed at the crossing are when the odd car exits aggressively from Sutcliffe Avenue to turn right along Scartho Road and when Nunsthorpe children are using it to travel to and from Wintringham School.

I've frequently walked passed the crossing on a number of occasions at school time and seen and heard children planning chicken runs and witnessed car drivers having to stand on their brakes to avoid killing one of them. At those times of the day I don't regard vehicle speed as a problem as they pass by.

The children I see leaving Wintringham and crossing Weelsby Road behave in a far better and safe manner but I see children crossing Laceby Road from the Nunsthorpe to the Hereford School as risk takers who often force traffic to stop.

So as far as the crossing at the Scartho Road and Sutcliffe Avenue junction is concerned, educating the kamikaze Nunsthorpe children (and some of the adults) could have saved a lot of time and money.”

“The error seems to be in the presumption that all accidents are due to the speed of traffic. In my experience that's a rather wild presumption and I would like to see it proved before speed reductions take place. All that will happen otherwise is traffic will snarl up even more.”

"This is all very interesting but it doesn't tell us a lot does it? All we learn from this list is that certain areas get more accidents, we still don't know the reasons.

    EXACTLY, TELL US THE REASONS!!!!!!!!!!!!!!”

“Hey lets not put traffic calming measures in, lets instead put in zebra crossings at all junctions so that there are plenty of safe places, or safe-ish places to cross the roads. Zebra crossings would naturally slow the flow of traffic and aid children to slect a safe place to cross the roads.
The problem with crossing the road's in the East & West Marsh are rows of double parked cars on narrow Streets, even if cars were travelling more slowly it still does not stop children stepping out. Perhaps if there were more safe places to cross such as Zebra crossings with parking restrictions either side things would be safer. I know there will still be some idiots that attemt to run pedestrians over on crossings but there is not allot that you can do about people who are careless drivers.”

“I knew it emotional blackmail to justify the changes. Again telegraph show incompatetance by showing nice pics cant call them maps they blured lack clarity off any substance. Clearly was not fit or big enough to get justified argument for or against. Just use propaganda to support the move hey telegragh.

So we had 6 accidents in marsh ward which justifies destroyeying the the ward great thinking there. More traffic carming which means emergency services struggle to get to incidents. Beasant are you mad chicane in durban road how do expect emergency services to cope. Whats wrong with driving to the conditions situation put cameras up for speeding to stop rat runs as you say.

Is that not the supposed reason for our beloved safety officers with there shiny camera van not in danger areas of the town.

Officer in paper talks about education sure enough first would be to educate parents who let 8 year olds bike home dont know how to ride sensibly. I saw 3 kids weave all over oxford street it only would took car turn into it from victor street and the emosional blackmail as they would been seriously injured or killed. The amount kids let loose without jot of road awareness is crazy. Why are we not teaching kids safety is paramount just maybe these figures would even be reduced more. Nope its motorists to blame there is some bad drivers for sure boy racers who dont thing anything putting foot down. surely more cops cameras in town would catch the speeders.”

“the_cynic - I thought of that but like you I realised it would take forever to get information that way and the schemes would be in place by then.

Just possibly Mr Poucher might be shamed into giving us the facts via the GT if enough people demand them, even if it does mean he has to admit some of his proposals are based on very flimsy or even non-existent evidence.”

“Des, I suggest you request the answers to your questions under the freedom of information act. You will need to write directly to the Council outlining exactly what you want to know.
Once you have got the information, come back and let everyone else know.

Unfortunately, the time it will all take may be longer than the time it is going to take to implement some of the changes.

It has to be said however, if the roads are as safe as they are trying to make out. Why are they tinkering with things? The changes may just make things worse!”

    “All roads are 100% safe
It's the drivers and pedestrians that cause the accidents not the roads.”

“This is all very interesting but it doesn't tell us a lot does it? All we learn from this list is that certain areas get more accidents, we still don't know the reasons.

For instance - we could count up the number of cyclists injured but that doesn't tell us who was at fault. Was it the driver, was it the cyclist, was it in the dark, was it child commuting to or from school .....? The same goes for pedestrians and for the other casualties.

There might be road problems with parking, blind corners, schools and so on and there are also accidents caused by drink and drugs and sheer bad driving. Were the car passengers wearing seat belts? Was a driver using a mobile phone? Which ones are which? Come on Mr Poucher, we need to know.

It is completely wrong for officials to put forward blanket proposals to change speed limits and spend money on signs on the basis of what is in the Telegraph today. There is absolutely nothing in this article that justifies what Mr Poucher wants to do. If there are special problems at certain times in one area then deal with that but don't use it as an excuse to cover huge areas of the town with spurious speed limits.

So Mr Poucher, by all means propose a lower speed limit in specific cases if you think that will help to solve a particular problem but show the public the full evidence, not just your selected bits in an attempt to pull the wool over the eyes of the taxpayers. You know as well as anyone that much of your plan is unnecessary, not to mention unenforceable.”
