Her grubby hands and mucky feet are a symbol of the issue which has concerned residents for at least 20 years.
A plea is now being issued to the Secretary of State for the Environment because the dust – which has once again become a health concern.
Mia's parents Michael and Alexandra, immediately called Environmental Health when she was found covered in the dust, who sent a representative to take photographs of her.

He said: "It's time we went to the top of the tree.

"This has been going on for years and residents are really concerned about it."

“In response to Councillor Dave Bolton, you seem to be showing concern for the residents of Immingham in relation to the long standing coal dust problem.
My concern is that you have been an Immingham Town Councillor for the last 10 years or more, why speak out now when you have had the opportunity in the last 10 years to do something.
It seems to be the same old story again, get elected to North East Lincs Council and promise to get something done about the coal dust, why don't you all get together and do something possitive and put more pressure on the one's who are causing the problem.”

“My sympathies go out to the local residents suffering from this pollution. We are hoping not to suffer the same in Leicestershire as we fight plans for an opencast mine on our doorstep (see mopg.co.uk) However two points to note.
Local people could look to see whether the planning guidance for opencast mine sites has anything to offer local residents in their fight - for instance in Scotland and Wales there has to be a 500 metre buffer zone between such sites and houses. Is this 500 metre buffer zone applied in Immingham?
Secondly Argus News Services recently published a news story on why so much coal is currently being stored at Immingham, because of a slump in the demand for coal for generation purposes. See:
http://www.argusmedia.com/pages/NewsBody.aspx?id=713305&menu=yes
This might help to explain why the problem has got worse recently.”

“Kath Taylor, you do not know pensioner he will not get involved in anything. He prefers to moan from the sidelines and let others do the work. He is a big fan of NELC even though they do little for the town and his one aim in life is to complain about the town council quoting inaction on matters that they have no control over. I hope your coal dust campaign is successful but do not hold your breath for pensioners support”

“I totally agree there is a real problem in Immingham with coal dust but let's target the correct authority. The Town Council are doing all they can to help solve it. Council members have allowed pollution monitoring equipment to be placed in their back yards. The Environment Committee are meeting shortly with the portfolio holder for NELC in an open meeting but they can only do so much. The failure to control the problem should be placed fair and square with North and North East Lincs Environmental Department, they are the enforcing authority, do not let pensioner blow smoke onto this issue and try to blame the town council, he has another agenda.”

“Dave Bolton, Immingham Ward Councillor, IMMINGHAM:
Get permission from Mia's parents and produce very large posters (of the above face) and signs at the entrances to the docks, on ITC or NELC land to avoid removal:
The caption should read something similar to:
"You are now entering an ABP pollution area and they do this to children in 2010!"
Dave don't be afraid of legal action....it is the truth isn't it.”

“Dave Bolton, Immingham Ward Councillor, IMMINGHAM
I have followed this saga for the periods I have lived in Immingham. I have attended a few meetings. I have studied the council meeting minutes.
This council and it's predecessors have never seriously discussed and minuted the dust problem (it is not all coal, don't forget the briquette plants and CoNoCo's coking plant).
The NELC air survey returns time and again to vehicle generated and disturbed dust problems. I cannot refute the data collected at the air sampling stations but anecdotally if the problem was mainly vehicular why isn't Cleethorpes suffering from dust...Cleethorpes has more vehicular traffic than Manby road/Kings road and I don't recall children being soiled in the play areas by black dust.
There is something fundamentally wrong with the ITC, they are incapable of reacting to the town's needs and protecting the town from gross pollution mainly from the ABP estate! Or is the truth that a council without meaningful powers merely uses the council tax to perpetuate toy town politicking with allotments and flower pots.
Nothing, NOTHING, is more important that the dust pollution.......The ITC should be doing just one thing....one agenda item only.........the dust.........never mind all the trivia........look after us and our children.
ACT FOR US AGAINST THE POLLUTER ABP and stop the dust.
It can be done.......but ABP will just not protect Immingham from dust.
How many jobs are involved on the docks with coal and briquettes......can you justify polluting the town, and it's population of nearly 12 000+ for a few jobs?
I know, you know and ABP knows fugitive dusts can be controlled. They choose not to employ expensive equipment and storage because it is far cheaper to ruin a town and it's surrounding area's population. SHAREHOLDERS DIVIDENDS ARE FAR MORE IMPORTANT THAN PROTECTING CHILDREN FROM TOXIC DUSTS. POLLUTION IS SYNONYMOUS WITH ABP IN IMMINGHAM. THEY ARE CLEARLY NOT ASHAMED OR INTENDING TO DO ANYTHING TO CURTAIL DECADES OF POLLUTION.
THE ITC IS A PROVEN FAILURE, THEY HAVE HAD DECADES TO ACT ON THE DUST.......THEY HAVE DONE NOTHING EXCEPT PRAISE THE DUST BUND WALL ON MANBY ROAD.
ABP repeatedly says it will act on the dust and just waits for the wind to change direction. HOW MANY PROMISES HAVE ABP BROKEN WHEN THE DUST RETURNS AS IN THE ABOVE CHILD'S CASE?
ABP KNOWS IT CAN RUN RINGS AROUND THE ITC AND THE NELC.....EVERY NEW DUST EPISODE PROVES ME RIGHT AND THEM TO BE ABJECT LIARS WHEN THEY ALL SAY THEY WILL ACT ON THE DUST.”

“To all those who are concerned with the coal dust issue. As your new Ward Councillor, I intend to work with the parties that are causing the problems. I know they have done a number of things to try and alleviate the dust, but they have not worked. Living on Manby Road, I know it is getting worse. Anyone who wishes to send me their contact details, I will keep them updated, as to what is going on. This has been the main problem for us all. Contact me at:

“After reading such idiotic comments such as 'Whoever daubed the child with whatever, forgot to contaminate the clear stream of mucus running from her nose and a detergent company would be proud to utilise the line of washing in an advertisement.' and 'if your daft enough to buy a house in ming ming you have to expect this kind of thing.' it makes you realise how small minded people really are ! Alot of us that live in immingham want to live here and have been born here ,have jobs here, or close knit familys we just want to live here without being covered in coal dust and our children breathing it in i dont think thats alot to ask ! You are quite welcome to bring your children to my house to play on my daughters trampoline for 15 minutes to see how fabricated this is but then im guessing by your selfish childish comments that you dont have any children !!!”

“ABP knows full well they could clean up Immingham. Instead they choose to put children through a toxic childhood because it's cheaper.
AND THE ITC REMAIN SILENT.
see below......it can be done!
