    This seems a much favoured assembly of threatening words used by councils wanting to assert their authority in notices, disguised as news articles with nearly 7 million (6,960,000) exact matches.

    Other favourites seem to be:

    "council sends a clear message" Giving 6,500 results.

    "Council will prosecute" Has a whopping 64,800

    "council will not tolerate" Has over 1.2 million hits

    "council crackdown" Has gets 35,600

    While

    "council is sending a clear message" A meagre 1,570

    I'd be interested to know what other popular phrases are used by councils, accompanied with the corresponding number of times it's quoted, according that is, to a Google search.”

    I can't pretend to approach anywhere near the dizzy heights of your 230 million find, but I feel the following and its variants deserve to be included in the rankings of the most cringiest googled council phases.

    "law-abiding council taxpayers"

    In the above form it has a negligible score but its variants feature heavily when governments and councillors wish to play one group off against another.

    This example in fact reveals Communities and Local Government Secretary Eric Pickles using this to effect a play-off of local authorities against residents in a bid to pursued a majority group put pressure on their councils to be more ruthless with debt enforcement.

    This or one of its variants can also be used by councils to effect a play-off between resident to achieve its own ends.”

    "Council" – From Latin concilium "calling together" is defined as a group of people called together for consultation, discussion, advice, etc.

    The following collection of quotes suggest the original meaning of the word "Council" has long since been forgotten – the modern day equivalent of this word must surely be "dictatorship".

    “Last week I saw comments on a thread from a reporter, obviously working for the GT – provoking reaction from another contributor. The GT employee, it seemed, couldn't help himself from letting the cat out of the bag about his employer's policy on what articles it does or doesn't print regarding certain issues surrounding the council.

    I wonder if bosses at the GT think it a good idea that employees contribute in these forums, when clearly they expose the GT is far from impartial. Maybe if they are allowed to comment they should so anonymously?”

    It seems there's never an absence of spokesmen wishing to exploit these situations whenever the opportunity arises.

    The HMRC's spokesman in Redknapp's case for example couldn't resist a plug for the Inland Revenue.
