Members of the Parents United For Individual Needs (Pufin) held their launch campaign in Freshney Place.
The group is funded by Aiming High and works to voice the concerns over issues surrounding children with additional needs.
Amanda Burkitt, of Pufin, said: "The group was born from the Aiming High For Disabled Children consultation events that took place in 2008.
"Parents and carers wanted to be able to have their say on a regular basis about the development of services and facilities that are available to their children and families.
"The forum aims to demonstrate a strong voice for families of children with disabilities and additional needs but also help meet the needs of all children and young people in North East Lincolnshire."
